Twenty-five years building compliance and risk programs in safety-net healthcare — federally qualified health centers, HIV service programs, and organizations serving adults with developmental disabilities — under HRSA Section 330, Ryan White, ADAP, 340B, and FTCA deeming. He currently serves as chief compliance officer at a California community health center.

Joshua brings analytical rigor from outside healthcare into it. Trained in forensic science at Eastern Kentucky University, he has worked in regulated manufacturing as a quality control chemist and food safety analyst — testing products for toxins, validating processes, and building the documentation that proves a quality system is running rather than merely written.

At Muster he develops course content and training materials in laboratory and environmental safety. He learned what makes training actually land on the floor: as a field instructor he trained personnel in live operating environments and built onboarding for new staff — material that has to work under production pressure, not in a classroom.

The disciplines that keep a manufacturing line safe are the disciplines that hold up a laboratory or environmental safety program in a health center: sampling design, chain of custody, corrective action, and evidence that survives an inspection.
